Actually if you had even bothered to click the link you'd have discovered the picture was taken in Oklahoma. I don't need to look at a map of the United States to tell you that is located in the midwest, not the south. So, as someone living in the South, thanks for playing.

Regardless of bad connotations which are being referred to here, Oklahoma (or the area where OK is located) was part of the confederacy. I think in many people's minds, that makes them part of The South.
That having been said, I hardly think that a couple of brothers being forced to dance with their sisters (if they are) makes anyone inbred. And they certainly don't look happy about it. Or they could be irritated that some government sponsored photographer thinks they're quaint enough for some slice of life collection of pictures.

While I understand and agree with the basis of your claim to the picture, me and my friend wikipedia completely disagree on your assumption that OK was part of the united states confederacy.

Mazure, that link shows that while OK didn't secede, it was still considered part of the confederacy. I am unsure how that equals "completely disagree".
